The Somerset County Planning Board is accepting applications to fill out two internship positions to assist in the development of the County's Geographic Information Systems. The dead line to submit applications is May 12, 2006.   The internship will be for a period of summer months beginning on June 1, 2006 and will last till August 25, 2006.  Each position is  a part time position with compensation ranging between $10 and $12 per hour depending upon qualifications and responsibilities.  The position is specified for the students who are looking to advance their academic knowledge in GIS technology in town planning environment. The position is best suited for someone interested to learn how computer technology can be applied to urban and regional planning issues.  

 

Responsibilities:  

 

Assist professional staff in GIS projects currently under development by the Somerset County Planning Board.  Projects include: the development of administrative, land use, cadastre, environmental, historic preservation, and transportation features; working with and interpreting numerous documents prepared by municipal, county, State, and Federal agencies; daily interaction with staff professionals; on-screen digitizing and database development.

 

Qualifications:            

 

The successful candidate must demonstrate familiarity with GIS and/or digital data entry, and must be comfortable working independently with some supervision.  Knowledge of ArcGIS products, such as ArcInfo and ArcMap, Microsoft Access or Excel, is a plus.  Projects require great attention to detail and accuracy.  Intern will report directly to the County's Planning Board GIS Coordinator.

NJ Historic Preservation Office
Part Time GIS Positions Available

The NJ Historic Preservation Office (HPO), Division of Natural and Historic Resources, NJ Department of Environmental Protection is seeking to fill two part-time seasonal positions to assist in the development of the HPO's Cultural Resources Geographic Information System (CRGIS). Final Frontiers in Space: Land Use Research in Developing Countries

ABSTRACT

 

The history of spatial economic analysis of land use in developing countries is one of increasing complexity in modeling techniques, computing power and data availability. This presentation will review the interplay between models and research questions as computing power and data availability have improved. It will explore current frontiers and suggest directions for future research.

The analysis of determinants of changes in land use, especially in developing countries is hindered by the data-sparse environment. Unlike developed economies, where spatially explicit, time-series data on prices, land use, and ownership patterns are relatively abundant, developing countries suffer from a paucity of data. Early analyses relied on cross-section land use data and restrictive assumptions about location-specific prices (using cost-of-access measures) to provide sufficient variation to allow limited dependent variable estimation. Data sources included imperfect global data sets such as the Digital Chart of the World and local land use identification from a satellite image by the researcher. Computation on PCs took days. Examples include Chomitz and Gray (1996) and Nelson and Hellerstein (1997). The stereotypical policy question was whether roads caused deforestation and where.

The next phase involved introducing some simple dynamic elements into the analysis, principally by using hazard analysis. To do this required data from multiple periods. Typically this involved two to four periods over 15
years with land use identification from satellite images by the researcher as well as field research. However, information on prices is still proxied with cost of access measures and adjustment costs of land use conversion are
treated simplistically or not at all. Examples include Munroe (2002) and Vance (2002). Many of these papers focus on the drivers of tropical deforestation.

The most recent advances in analytical technique involve more sophisticated dynamics and the use of estimating techniques that allow nonlinear production relationships. The newest analyses involve dynamic limited
dependent variable estimation. These techniques allow irreversibilities and non-zero adjustment costs. As in earlier periods, land use data are typically generated by the researcher but have more periods as satellite
image time series become more readily available. An example is  De Pinto (submitted 2005).

Earlier analyses relied, at least conceptually, on linear production functions a'la the derivation of  Chomitz and Gray (1996). However, there are circumstances where nonlinear relationships among inputs and outputs
seem likely. Neural networks are an alternative to the widely used logit and probit models. Simple neural nets are computationally identical to logit but more complex nets allow nonlinear relationships at the cost of increased
computational requirements and no assurance of finding a global minimum. Robertson (2005) compares neural nets and logit in an analysis of land use in Sumatra.

Overview:

The Mount Laurel Township Municipal Utilities Authority provides potable water and wastewater services to Mount Laurel Township. Mount Laurel Township is in Southern New Jersey approximately 10 miles from Philadelphia and has experienced rapid residential and commercial growth over the last 25 years. The population now exceeds 40,000 residents and the business/commercial community includes, among others: NFL Films, Commerce Bank, Computer Science Corporation, Cendant Mortgage, Lockheed Martin, Okidata, over twenty major hotels and most of the major retailers.

The Authority has a detailed land-based GIS, and is seeking a Technician who will maintain and expand the capabilities and use of this resource to maximize potential uses and enable staff to perform their tasks more effectively and efficiently.

 

Position Description:

Positions responsibilities include the ongoing development and maintenance of the MUA system-wide Geographic Information Systems (GIS) to include: maintenance of existing data layers, creation of new layers, incorporation of GPS data and data from currently used operations and maintenance programs, assisting staff in the use of GIS applications, coordination with consultants and general technical support.

 

Candidate Qualifications:

  1.. Experience with and knowledge of GIS system concepts and methods, databases.
  2.. Ability to accurately and efficiently collect GPS data in the field and receive, process and import spatial data into the Authority GIS from a variety of sources, including GPS receivers. (currently using Trimble ProXR receiver and Pathfinder Office software).
  3.. Experience working with various GIS data formats including geodatabases, shapefiles, and CAD files.
  4.. Proficiency in the current version of ArcGis including database query methodology, creation and editing of geodatabases and shapefiles, and creation of quality cartographic products.
  5.. Experienced with Microsoft Office, Windows 2000 and XP operating systems and operating a GIS system over a LAN/WAN.
  6.. Ability to install GIS software and perform basic troubleshooting, maintenance, and provide end user support.

  8.. Excellent verbal and written communication skills.

The NJ Historic Preservation Office (HPO), Division of Natural and Historic Resources, NJ Department of Environmental Protection is seeking to fill two part-time seasonal positions to assist in the development of the HPO's Cultural Resources Geographic Information System (CRGIS). The positions will be for a period of 12 months beginning immediately. The positions are part-time, with compensation  ranging between $10 to $15 per hour, depending on experience and qualifications. These positions are ideally suited for those who wish to further their GIS and database development skills and who are interested in how GIS can be applied to Historic Preservation and cultural resource planning issues.

The HPO offers a flexible, inviting work atmosphere with exposure to a variety of preservation programs and services.

Responsibilities

Assist HPO's GIS Coordinator in creating spatial data for resources listed in the New Jersey Register of Historic Places. Work tasks will include, but are not limited to:

· Intensive review of resource documentation,

· Regular consultation with professional staff,

· On-screen digitizing and database development,

· Compilation or creation base data layers such as imagery, cadastral, and/or tabular, and

· Occasional site visits for verification and/or data collection.

Qualifications

The successful candidate must have basic familiarity with GIS concepts, and at least some experience with current GIS software such as ArcView, ArcInfo, or ArcExplorer. Experience with MS Access or other relational databases is a plus, as is familiarity with common map sources such as USGS Quadrangles and municipal tax maps. The successful candidate will be required to become familiar with and effectively apply knowledge of the HPO's existing information resources. Description of Duties: The intern will assist with various aspects of the existing Farmland Preservation Program including maintaining and updating GIS and database files, field visits to preserved parcels for monitoring, and general office tasks. Additional duties may include development of program informational materials, research and review of Right to Farm cases, and processing of program applications. The intern may attend a variety of related meetings, with program staff, and be exposed to the many different facets of land preservation, from property closings to statewide policy development.
Required Qualifications: Some land preservation experience is helpful, but not required. Knowledge of Access and ArcGIS software applications or a demonstrated aptitude to learn quickly is required. Good communication skills and ability to work both independently and as part of a team are required. The intern should be at least a junior in college in planning, environmental science, agricultural, or a related field.
Schedule: The internship period is anticipated to begin Monday, September 26, 2005 and last through the Fall semester. The intern will be expected to work a regular, preplanned schedule of 20 hours per week, within the normal office hours, to be determined in consultation with the Section Supervisor and in coordination with the intern's school schedule. Office hours are 8 am to 5 pm, Monday through Friday. The office is closed for legal holidays.
Salary: The intern will be paid $15 per hour for hours worked.

Position Description

JOB: Part-Time GIS and Programming Assistant


A part-time research assistant (grad or undergrad) is needed to help with spatial data analysis in a NSF-funded project. The tasks involve retrieving large spatial datasets from government and university archives, and performing various data filtering and spatial analysis and modeling.
