Abstract:
A GIS-based model was developed to map the coincidence of resource values across the NY-NJ Highlands region. The objective of the Conservation Values Assessment (CVA) was to integrate various sources of information to provide a coherent picture of relative resource conservation value across the region, highlighting areas that are a priority for conservation management. This assessment updates and expands on an earlier Priority Area Assessment conducted by the Regional Plan Association.

The resources identified by the Conservation Values Assessment for the Highlands Study are biodiversity, farmland, forest, recreation and water.

The combined Conservation Values Assessment mapped approximately 38% of the NY-NJ Highlands as having exceptional conservation value (ranked as Higher or Highest value) (see Table 17, Figure 28 in the Technical Report). These highest ranked areas include the central core of the NY-NJ Highlands stretching from Green Pond/Mase Mountains in the southwest up through the Pequannock watershed, Sterling Forest, Harriman and Bear Mountain and then across the Hudson River through the Breakneck Ridge/ East Mountain area to the Clarence Fahnestock State Park. There are several notable outlying areas including forested ridges and farmed valleys of the Musconetcong/Scott Mountain area in the southwest, the west end of the New Croton Reservoir in New York, and the Depot Hill/Pawling Mountain area in the northeast.

Purpose:
The raster grid was outputted from the Highlands Study GIS modeling procedures by CRSSA (see technical report).

New York/New Jersey Regional Assessment Update (2001-02):

The Center for Remote Sensing and Spatial Analysis (CRSSA), Rutgers University, participated in the NY-NJ Highlands Regional Assessment Update (Fiscal Year 2001), directed by the USDA Forest Service. The major question the New York-New Jersey Highlands Regional Assessment Update addressed is, what are the implications of continued land use change patterns on Highlands resources? The assessment focused on land use/land cover change, forest and watershed integrity, hydrologic systems, biodiversity, recreation and open space, population trends and projected future growth.

The study area covered the New York and New Jersey portions of the Highlands physiographic province. All municipalities that are wholly or partially included within the Highlands physiographic boundary, as delineated by the USDA Forest Service, were included in the study.

Supplemental_Information:
The data layer is in ESRI Arc/Info (ver 8.x) raster grid format generated in the regional context of the project. The ground cell spatial resolution is currently 27 x 27 meters (as of February 2003). Please be aware other Highlands Study outputs are mostly 30 x 30 meters when performing any area/analysis calculations. The data are geo-referenced to the Universal Transverse Mercator (UTM) map projection; datum NAD83; spheroid GRS1980; UTM Zone 18. The raster grid was incorporated into the Highlands Study GIS modeling procedures by CRSSA (see technical report).
